  The Lee Family of Virginia
Richard Henry Lee (1732-1794) was a justice of the peace for Westmoreland County in 1757, a member of the House of Burgesses from 1758 to 1775, a member of the Continental Congress (1774-1779, 1784-1785, and 1787), and served as president of the Congress in 1784.
Lee was a signer of the Declaration of Independence, a member of the state house of delegates (1777, 1780, and 1785), served as colonel of the Westmoreland militia, and was a member of the Virginia convention that ratified the Federal Constitution in 1788.
Lee was a Federalist congressman from 1799 to 1801.

Among his enemies was his fellow diplomat in Paris, Arthur Lee, who through the powerful Lee family member had convinced many members of Congress that the supplies from France had been a gift of the French while Silas said they were given as a loan that had to be repaid.
Arthur Lee was eventually recalled himself but Silas Deane was completely ruined through non-action by the Congress on his behalf.
It is generally accepted as fact by historians that the root of all of his troubles stemmed from the fact that Arthur Lee, of the powerful Lee family of Virginia, who had signed the French treaties with Deane, disliked Deane enough to cause him all his problems.

Early in 1776 he was sent to France by Congress, in a semi-official capacity, as a secret agent to induce the French government to lend its financial aid to the colonies.
Subsequently he became, with Benjamin Franklin and Arthur Lee, one of the regularly accredited commissioners to France from Congress.
His carelessness in keeping account of his receipts and expenditures, and the differences between himself and Arthur Lee regarding the contracts with Beaumarchais, eventually led, in November 1777, to his recall to face charges, of which Lee's complaints formed the basis.

Days later, on June 11th, as a drafting committee was being appointed, Lee was unexpectedly called home to tend to his ailing wife.
Jefferson's draft of the Declaration was donated to the APS on August 19, 1825, by Richard Henry Lee, Jr., the grandson of Jefferson's friend.
Both leaves of the document were set between panes of glass before 1840, sealed with a wax-impregnated cloth tape, and mounted in a wooden frame for public display.

In supporting the resolutions adopted by the society, of which Lee was the author, he sustained an able discussion with the unknown author of the "Letters of Junius." He gained the friendship of Burke, Priestly, Dunning, Baire and Sir Willlain Jones, and was admitted to a fellowship in the Royal society.
The political infighting resulted in the reorganization of the diplomatic corps and all but one of the positions held by the two brothers were eliminated.

He overcame his own doubts about the possibly dishonest dealings of his fellow commissioner Silas Deane in channeling war materials to American armies, but the third commissioner, Arthur Lee (1740-92), bitterly condemned both Deane and Franklin.
For seven years he acted as diplomat, purchasing agent, recruiting officer, loan negotiator, admiralty court, and intelligence chief and was generally the main representa- tive of the new United States in Europe.
Though nearly 80 years old, he oversaw the dispatch of French armies and navies to North America, supplied American armies with French munitions, outfitted John Paul Jones--whose famous ship the Bonhomme Richard was named in Franklin's honor--and secured a succession of loans from the nearly bankrupt French treasury.
