Before assuming the post of Secretary for Education and Manpower in August 2002, Professor Arthur K.C. Li was the Vice-Chancellor of the Chinese University of Hong Kong.
When Professor Li was Professor of Surgery and Dean of the Faculty of Medicine, there were many ground-breaking breakthroughs in the Department and Faculty.
He was a member of the Board of Directors of the Hong Kong Science and Technology Parks Corporation and the Hong Kong Applied Science and Technology Research Institute, and Vice-President of the Association of University Presidents of China.

 Arthur Li welcomes ESF report
The observations of the Public Accounts Committee in its report on the value-for-money audit on the English Schools Foundation have been welcomed by Secretary for Education and Manpower Professor Arthur Li.
Professor Li thanked the Director of Audit and the committee for their reports and was gratified the latter shared his concern over the governance and management problems of the foundation which resulted in wastage of public resources.
With accountability, the foundation should move positively forward to implement the improvement measures as recommended by the committee as soon as possible.
