The system as it exists today was developed in the early 1960s by Arthur Nielsen, and has since been the primary source of audience measurement information in the television industry.
Nielsen Television Ratings statistics are gathered in two ways: one is by extensive use of surveys, where viewers in various demographics are asked to report what television shows they watch at what times.
Another criticism of the Nielsen ratings system is its failure to have a realistic system for measurement of television audience in environments outside the home, such as college dormitories, transport terminals, bars, and other public places where television is frequently viewed, often by large numbers of people in a common setting.

Arthur Charles Nielsen's name is synonymous with television--the Nielsen Ratings--but he was long an avid player and a generous patron, contributing much time and construction of tennis courts.
One such monument to his memory is the Nielsen Center at his alma mater, the University of Wisconsin, where he was captain of the tennis varsity three years, 1916-18.
He continued playing after graduation, teaming with Arthur Nielsen, Jr., to win the U.S. Father and Son doubles titles of 1946 and 1948, and he was good enough to play singles in the U.S. Championships of 1918.

The modern ratings game began in 1942, when Nielsen introduced the Audimeter, the original "fl box." The Audimeter attached to a radio and recorded when it was switched on and what frequency it was tuned to.
(Nielsen quit compiling radio ratings in 1964; that business is now dominated by Arbitron.) Black boxes had the advantage of requiring no action by household members but didn't tell you who, if anyone, was paying attention to the set.
