Radford was born in Portland, Oregon, February 28 1895, and was raised in Oregon and California.
Radford was well known in Navy circles for her interest in the welfare of Navy families, for her generosity of time and spirit in support of community affairs and for her warm hospitality.
Radford was a greeter at the Naval Chapel, Washington, D.C., an honorary life member of the Naval Officers Wives Club, a member of the Society of Sponsors, United State Navy, A Director of the Washington Home and a Patron of the Boy Scouts of America.

Arthur William Radford (February 27, 1896 – August 17, 1973) was an U.S. Navy Admiral, Commander-in-Chief of the United States Pacific Command and Chairman of the Joint Chiefs of Staff.
Arthur Radford was born in Chicago, Illinois in 1896.
Radford's family has denied the allegations of homosexuality and, other than several former seamen who have made claims, there is no evidence to support that Admiral Radford was gay.

Arthur W. Radford cleared Norfolk on 13 March 1979, bound for the Mediterranean and a tour with the 6th Fleet.
Arthur W. Radford returned to Guantanamo Bay soon thereafter to embark HSL-36, detachment 6, and then proceeded to Roosevelt Roads, where she arrived on 6 October to load ammunition, to take on fuel, and to embark a Coast Guard law enforcement detachment along with Commander, Caribbean Squadron (ComCaribRon) and his staff.

Arthur W. Radford operated locally out of Norfolk into late July, interspersing this work with a drydocking in Sustain from 30 May to 17 June, for repairs to her struts and stern tubes, as well as an inspection of her sonar dome.

The RADFORD sustained an estimated $32.7 million in damages and the damage prevented the RADFORD from leaving March 26 on a scheduled six-month deployment to the Mediterranean Sea with the carrier THEODORE ROOSEVELT battle group.
Operating briefly with Spanish Navy units en route to the turnover port of Rota, ARTHUR W. RADFORD cleared Rota on 10 November with the battle group formed around the carrier DWIGHT D. She arrived at Norfolk 11 days later, remaining there for the rest of 1983.
Stopping for fuel at Mina Raysut, Oman, on 8 July, ARTHUR W. RADFORD transited the Strait of Bab el Mandeb in company with ANTRIM on 10 July, and the two warships conducted freedom of navigation operations off the coast of the Democratic People's Republic of Yemen on the 11th.

On 5 February 1999,while conducting exercises off Hampton Roads, VA, the USS Arthur W. Radford was involved in a collision at sea with a Saudi Arabian container vessel.
With the significant structural damage experienced by the RADFORD during the collision, the ship 's hull girder strength was seriously impaired in way of the damaged section.
In order to ballast and trim the RADFORD for entering Drydock #3 at Norfolk Naval Shipyard, a weight removal and deballasting plan was developed which maintained acceptable stability and minimized hull girder stress levels, while obtaining the desired trimming and draft goals.
