Heavy rains hit the coastal areas of the departments of Sud, Sud-est, Ouest, Grand-Anse, L’Artibonite, and the Northwest of Haiti; however, no major floods or significant damages to infrastructure have been reported.
Artibonite Department, the population of Nan Manmye, situated north of Gonaives, was evacuated due to rising water levels of the Quinte River.
Ten (10) shelters were identified in the Sud department; however, there is no need at the moment to use them.

At the end of September, tropical storm Jeanne hit the northern departments of Artibonite and North-West causing loss of about 3 000 human lives and extensive damages to urban infrastructure of the city of Gonaïves.
However paddy production in the department of Artibonite, which represents about 80 per cent of national output, is expected to continue the downward trend started at the beginning of the 1990s with reduction in area planted and yields mainly due to drainage problems and lack of maintenance of the irrigation infrastructure.
The international community continues delivering food aid to the communities that were affected by flooding in May (the district of Mapou in South-Est department) and in September (the city of Gonaïves in the Artibonite department) and to the drought-prone department of North-West.

A random-sampled nutrition survey, conducted in the commune of Belladère, Centre department, showed a nutrition situation that was not critical: 4.8% (3.1-7.4) of the children were acutely malnourished, including 0.8% (0.2-2.2) severely malnourished (ACF-F, 08/04).
Violence and insecurity are on the rise (OCHA, 17/11/04), which hampers the proper delivery of aid, especially in the hurricane affected areas of Artibonite and North West departments.
Other random-sampled nutrition surveys conducted in vulnerable areas of departments which were not affected by the hurricane (South and North-East departments) or less affected (North department) also showed acceptable nutrition situations and mortality rates (table 11).

A State Department official contacted by Haïti Progrès Feb. 10 would not comment on whether Aristide’s removal was on the meeting’s agenda.
In Washington, State Department spokesman Richard Boucher gave the first inkling that the Bush administration is preparing the ground for Aristide’s unconstitutional removal.
On Jan. 30, the State Department authorized the voluntary departure of non-emergency personnel and their families from the U.S. embassy in Haiti and issued a travel warning for U.S. citizens to “defer travel to Haiti” and, those already in Haiti, “to consider departing the country.”

The electoral decree of 2005-02-03 says that the department of Nippes was created by a law of 2003-09-04.
One PDF report on the 1995-06-25 elections says, "According to Haiti's electoral system, the country is divided into ten departments: the nine ordinary departments and the department of Nippes, the eastern part of the department of Grand' Anse" (my translation), suggesting that Nippes previously existed in some intermediate status.
The departments are subdivided into arrondissements, which are further subdivided into communes, which in turn are divided into sections communales (communal sections).

Consequently we visited the Cuban Medical Brigade’s national centre in the University Hospital in Port au Prince, the brigades for the West Department including the capital and Kenscoff, and the brigades of Artibonite Department in San Marco and Gonaieves.
We were unable to visit Mermalade in the mountains of Artibonite, the Medical Faculty in Port au Prince or Cap Haitien in the north due to the worsening security situation.
The emergency department was a vision of hell on earth, people everywhere sitting on the floor or crammed into beds, bodies in states of distress and misery more like a war zone than an accident and emergency unit.

There was widespread indignation Monday, 24 hours after the violent attack launched against the Gonaïves police headquarters which left one adolescent dead and the Director of the Artibonite Department of the Haitian National police, as well as two other police officers seriously wounded.
The chief of police for the Artibonite Department, Camille Marcellus, who reportedly suffered gunshot wounds in the arm and in the armpit area is said to be currently undergoing treatment at Canapé-Vert Hospital in the capital.
Opposition supporters also reportedly made a surprise attack Sunday against the residence of the government's delegate in the Artibonite department, Ketlin Thélémaque, taking away the weapons that were located there.

A provision for instance that encourages the culture of rice in the Artibonite Department may be in contradiction with the economic necessity of the Grande-Anse Department, more accustomed to the production of vegetable products.
A senator or a deputy from either region but of the same party can bitterly debate the feasibility of each project that may effect their people.
