Psychology of Cyberspace - Publishing Online
Bitten by the online publishing bug, I also took an idea for a book that was rejected by more than a dozen hardcopy publishing companies and turned it into Zen Stories to Tell Your Neighbors.
Ideally, the citation should capture the fact that the article is part of an online book, the original publication date of the article, the date of the most recent revision of the article, and the location of the article.
Some of these ideas apply to many types of online publishing, but I will steer much of this discussion in the direction of academics who want to place their work on the Internet.

What makes EBSCO unique is that we integrate the services so that a user can look at an abstract from a licensed database, such as BIOSIS, and link over to the full-text article in one of EBSCO Publishing's aggregated databases, or to the article from one of the online journals that they buy through ESS.
EBSCO Publishing has been growing nicely and is positive about the future.
Many of these publishers see EBSCO as their natural partner for aggregation, since EP is the sister division to ESS, with which they've worked well for decades.

Warnings and Cautions for Writers--Writing Contests and Vanity Anthologies
Or the publisher may give the list of entrants to a vanity publishing service or a fee-charging literary agency, which then sends out solicitations and pays the first publisher a kickback if any of the entrants bite.
Though published in 1986, this article's observations on the pros and cons of contests are still valid.
If the contest is sponsored by a publisher, research the publisher thoroughly before entering (and never enter a contest whose rules make it impossible for you to refuse the publishing contract if you win).

 New Directions in Personal Publishing
If you want to write the articles yourself, the answer is clearly personal publishing -- starting your own zine or whatever else you might prefer to call it.
Personal web publishing can be a powerful vector for porting -- maybe I should say sneaking -- new ideas into large organizations, which due to their size and bureaucratic structure, are often slow to change.
Electronic publishing is only the latest wrinkle in a long and unbroken chain of cultural endeavor.

 CNSNews.com Publishes Iraqi Intelligence Docs -- 10/11/2004
(CNSNews.com) - When CNSNews.com published an article Monday, Oct. 4, entitled, "Exclusive: Saddam Possessed WMD, Had Extensive Terror Ties," we decided against publishing all 42 pages of the Iraqi intelligence documents in our possession and on which the article was based.
We published only the first page, fearing that if more were made widely available on the Internet, they might end up being altered or otherwise manipulated.
We offered credentialed news organizations and counter-terrorism experts the opportunity to view and receive copies of the documents so that they might check for themselves on the authenticity of the documents and judge their importance in the debate over whether Saddam Hussein possessed weapons of mass destruction and/or had ties to international terrorist organizations.

Open access - Wikipedia, the free encyclopedia
While open access is currently focussing on the scholarly research article, of course any creator who wishes to do so can share their work openly, and decide which rights they would like to make available to everyone.
For example, one early proponent of the Open Access model was the physicist Leo Szilard, who (to stem the flood of low-quality publications) in the 1940s jokingly suggested that each scientist at the beginning of his career be issued with 100 vouchers to pay for his papers.
Open access is the subject of much discussion amongst academics, librarians, university administrators, and government officials at the moment.
