Quebec was part of the territory of New France, the general name for the North American possessions of France until 1763.
The Quebec Act of 1774 was enacted to assure the loyalty of the newly acquired Quebec, through assuring the existence of the Catholic faith and the re-enactment of French civil law.
The boundaries of Quebec were expanded to include the Ohio Country and Illinois Country, from the Appalachian Mountains on the east, south to the Ohio River, west to the Mississippi River and north to the southern boundary of lands owned by the Hudson's Bay Company, or Rupert's Land.

Articles of Capitulation of Quebec - Wikipedia, the free encyclopedia
The Articles of Capitulation of Quebec were agreed upon between Jean-Baptiste-Nicolas-Roch de Ramezay, Admiral Sir Charles Saunders, and General George Townshend on behalf the French and British crowns during the Seven Years' War.
All 11 demands of De Ramsay were granted by the British Army: the honors of war, the protection of the civilians and their properties, the free exercise of the Roman Catholic religion etc. Not long after, the French Army attempted to retake the city of Quebec but it failed.
About a year later, the government of New France capitulated in Montreal.

In 1774, the British Parliament passed the Quebec Act that allowed Quebec to maintain the French Civil Code as its judicial system and sanctioned the freedom of religious choice, allowing the Roman Catholic Church to remain.
The act also changed the boundaries of Quebec to include the Ohio Country and Illinois Country, from the Appalachian Mountains on the east, south to the Ohio River, west to the Mississippi River and north to the southern boundary of lands owned by the Hudson's Bay Company, or Rupert's Land.
Through Quebec, the British Crown retained access to the Ohio and Illinois Countries even after the Treaty of Paris (1783), which was meant to have ceded this land to the United States.

However, Quebec policies speak of civic "interculturalism" rather than multiculturalism, which is associated with ghettoization.
The Canadian multiculturalism policy is often perceived negatively, for it depicts the French-speaking majority of Quebec as one of the many ethnic groups of Canada, therefore denying the national character of Quebec, and undermining the efforts of the Quebec state to integrate immigrants into its mainstream French-speaking society.
With regards to Quebec, this view would be more in line with the "nation within the nation" of former Prime Minister Lester B. Pearson in the pre-Trudeau era.

 Dictionary of Canadian Biography
Appointed governor of the garrison of Quebec on 12 Oct. 1759, he became governor of the District of Quebec on 27 Oct. 1760 and governor of the province on 21 Nov. 1763.
Left in charge of Quebec during the winter of 1759—60, he was forced to retreat inside the walls after the battle of Sainte-Foy on 28 April 1760; however, he managed to hold the city until the arrival of a British squadron in May [see Robert Swanton*].
This collaboration was rewarded in the Quebec Act of 1774, which recognized the claims of the clergy to their accustomed dues, and then in the Constitutional Act of 1791, which effectively established Roman Catholicism in Lower Canada.

The narrative was written in a very ornate and grandiloquent style, but the hero of the memoirs was so evidently a man of remarkable character, enterprise and adventure, that I saw in the few scattered bones of the story which he unfolded the skeleton of an ample historical romance.
