The fourth type: artlangs, might need some kind of per-peer review to judge notability, with some kind of limit to ensure that there is no artlanger's conspracy to include too many personal endeavours.
There are plenty of languages that are both artlang and engelang, auxlang and engelang, artlang and fictlang, etc. Not even too mention those to tried to justify their artlangs by calling them auxlangs.
You might call the respectively auxlang, engelangs, ficlangs and artlangs but those hibrids like and artlang+auxlang usually is either a language actually intented to be used in communication with an artistic favour (therfore category 1), or a personal quest disguised as an auxlang (therefore category 4).

For measuring an auxlang, the number of speakers/users is valid; but in the case of artlangs, the equivalent would rather be the number of people who have "consumed" it, and who appreciate it.
A poem's notability could be judged by its publication, sales of the work in which it was published, its inclusion in anthologies, the existance of critical analysis...
Note that the list is divided into auxlangs, artlangs and languages mentioned or used in a verified work of fiction already.

A good naturalist artlang has a grammar as complex as grammars of natlangs and avoids unnatural features such as self-segregating morphology or a taxonomic vocabulary.
Many naturalist artlangs come with a fictional history and an elaborated conculture associated with it; some conlangers create entire families of interrelated naturalist artlangs.

After Esperanto showed up, there were hundreds of Artlangs, and then there started to be even more Conlangs (though not talked about as much).
I still think that in order for a Conlang/Artlang to become very close to a Natlang in terms of native speakers, there has to be some sort of firm base connection like a club, organisation, etc...
I thought artlang was a language made for artistic reasons rather than communication.

 A Conlang FAQ
Some other names you may encounter are auxlang, or auxiliary language, and artlang, or artistic language.
An auxlang, like Esperanto, is meant to serve as an international auxiliary language -- a bridge between speakers of different languages.
An artlang, on the other hand, is usually created purely for the delight of the creator, and makes no claim beyond reflecting that creator's linguistic taste.

There are many terms for invented languages: imaginary languages, glossopoeisis, international auxiliary languages, but the preferred term among language inventors is "constructed language," which is most often abbreviated to "conlang." Skerre is a type of conlang called an art language or artlang.

Wikilret is basically an agglutinating a priori artlang.
Although there is some borrowing of words from Latin and Greek that are then mutated to fit the phonology and structure of the language.
Placing your mouse over the word should bring up a tooltip indiciating the pronunciation of the word in ConLang X-Sampa (CXS), with syllables separated by hyphens.
