The forerunner of the art festival was the juried art exhibit at the Florida State Fair.
Art activists realized that the informality of the State Fair exhibit had brought diverse, high quality artwork to many people who normally never ventured into museums and they wanted that to continue.
In 2003 the Festival moved to Franklin Street and Lykes Gaslight Square Park in anticipation of construction of the new Tampa Museum of Art.

  Spring Bloom Arts Festival
It’s the March arrival of the Spring Bloom Arts Festival that’s the surest signal the season of rebirth is at hand.
The McLean County Arts Center, which organizes the entire art end of Sugar Creek, is overseeing all of Spring Bloom, including the jurying of its more than 70 exhibitors (Sugar Creek's larger volume of 130 exhibitors is due to its having most of downtown Normal to play with).
Though the art in that show is amateur, as opposed to the professional work on view at the festival next door, the quality is of the high caliber traditionally associated with the competition and its $1,500 cash prizes.
