  Hope and Fear
Arturis is highly magnanimous about his abilities, saying that it's only in his species' nature, and that other species possess great strength, whilst humans possess a great generosity of spirit.
She decides to reexamine the transmission received from the alpha quadrant, and discovers that the data described by Arturis as beyond repair is in fact the original message, and that the previous message was fake, fabricated completely by Arturis, including the coordinates where the are to collect the Dauntless.
Arturis blames Janeway and her crew because of her previous alliance with the Borg in the episode "Scorpion." Arturis' species had a vested interest in the Borg war with Species 8472 and believed that had the Borg been destroyed then their homeworld would still be free.

And when Arturis came on board and proved to have a talent for languages, he was quickly given access to sensitive documents, which was foolhardy.
In addition, as Arturis so aptly pointed out, the Borg were acting on a collective mentality, mere drones incapable of making their own moral judgments.
Arturis was also a great character, a rarity on this show, a complex villain, and the plot and the outcome were engaging and entertaining.

Although Voyagers crew became suspicious of Arturis, he managed to abduct Janeway and Seven of Nine and escape into slipstream.
Voyager followed and recovered its crew members, leaving Arturis to continue on to Borg space alone.

Arturis' end was deliciously evil--though I wanted to see a heavy close-up there, to see all his plans, all his defeats, pasted across his face.
She stated Arturis' species' ID # then said something like, "The Borg have been unable to assimilate any of his species." I took that to mean they were un-assimilatable (is that a word?) due to something unique in their species.

When Arturis turned the ship's bridge back to its natural appearance (thanks to "particle synthesis," what is that, a holodeck using "real" matter?), the engineering consoles did not change, nor did the markings on the ship's exterior.

But "almost enough" is *not* enough, because there are so many other glaring elements here that make the episode's underlying intentions turn out to be nothing more than a big con on the audience--a con that is so seemingly precalculated that it's all but unforgivable.
Before too long, and perhaps too easily, Arturis (whose species resembles the Tenctonese from "Alien Nation") decodes the damaged transmission, the directions of which lead the Voyager crew to a hidden experimental starship that Starfleet apparently sent as a means to bring the crew back to the Alpha Quadrant.
As for the lengths Arturis goes to in order to gain his elaborate revenge--sorry, but as Janeway said, "All of this is just a little too perfect." By episode's end, Ray Wise's performance as Arturis goes so far over the top in trying to convey tortured obsession that it merely becomes hokey.
