Having got the Reserve Bank of India approval for diluting its stake to 30 per cent in three years, Punjab National Bank has allowed its primary dealer in G-secs to include a strategic partner who could bring in the international experience and technology.

With more products coming into the market, making it more competitive and dynamic and at the same time complex, there is a need for higher capital adequacy, he said citing the need for strategic partners.

If Kaul is right, the government could shave off Rs 6,700 crore per year from its interest burden.
Its 'high cost debt' (assuming loans which mature in 2010 and after, and on which the government pays interest of over 11%) currently stands at around Rs 1,28,412 crore - 19% of total government debt.

These include permission to interest options and futures on domestic benchmarks, evolution of the credit derivatives market by adopting suitable legislative amendments while a deep and vibrant market for securitized paper such as MBS (mortgage-based securities), ABS (asset-backed securities) and CDO (collateralized debt obligations) is developed.

Moody's raised the rating to Baa3 from Ba1 with a stable outlook because of increasing foreign-exchange reserves, accelerating economic growth and higher overseas investment, it said in a statement e-mailed from New York.
