Arvedui couldn´t say that, because in his times there were other members of the Royal Family in Gondor.
But Arvedui responded by asserting his right as the Heir of Elendil, and this time the Council of Gondor made no response, effectively leaving open the issue of whether a northern Heir of Elendil could claim the throne.

The discussion I surmised that might be of value is of the prophecy of Malbeth concerning Arvedui and the rejection of the claim by Gondor (when according to Law; Firiel's children had a legal claim, also evidenced by sister-son descent in the Stewards with Denethor I).
As it was, the crown was given to Eärnil, great-great-grandson of Telumehtar who was the 28th king on the claim Gondor was ruled by the line of Anorien.

Based on the afore-mentioned data the Council of Gondor under the influence of Pelendur threw out Arvedui's claim and chose Eärnil as King, defying the Númenorean law of succession and severely weakening the position of both Gondor and Arthedain who would have fared well under a common ruler.

Arvedui, last king of Arnor, was married to Firiel, daughter of Odonher, King of Gondor.
When Odonher died, with his sons having predeceased him, Arvedui asked to be made King in his place, as the husband of Odonher's daughter, in order to unite the lines of succession again.
Arvedui's claim was refused, and Earnil was made King of Gondor, but Arvedui and his descendants remembered their claim, hence Aragorn knowing he had this claim, and using his popularity to sweep aside the politics that denied Arvedui centuries before.
