The lines spoken by the orc can again been viewed in either sense.
First, and literally, the trees are ancient as mentioned by Arvegil and therefore would be very deep rooted and hard to remove causing a great deal of work for the orcs under the control of Saruman.
The metaphorical view could be that the orc was implying that it would be a difficult task to take over Middle-Earth and defeat its people as well as the Dark Lord already set on doing just that.
