Both in 1710 and 1713 Horn was in favour of summoning the estates, but when in 1714 the diet adopted an anti-monarchical attitude, he gravely warned and ultimately dissolved it.
After the death of Charles XII, in 1718 it was Horn who persuaded the princess Ulrica Eleonora of Sweden[?] to relinquish her hereditary claims and submit to be elected queen of Sweden.
He was elected lantmarskalk[?] at the Riksdag of 1720, and contributed, on the resignation of Ulrica Eleonora, to the election of Frederick of Hesse as king of Sweden, whose first act was to restore to him to the Privy Council and as President of its Chancery (Prime Minister).

Differences of opinion between Horn and the King soon became apparent over the issue of foreign policy and Horn was relieved of his official duties when it came to foreign affairs.

He served twice as President of the Privy Council (1710–1719 and 1720–1738) and was one of the leading figures of the Swedish Age of Liberty.
He was born Arvid Bernhard Horn of Kankas in Vuorentaka, Finland, the son of Gustaf Horn of Kankas and his wife Anna Helena von Gertten.

For the first twenty years of Frederick's reign, the political scene was dominated by the Chancellor, Arvid Horn.
Horn's administration helped to bring about economic recovery in Sweden by reducing the military establishment, writing off government debts and encouraging mercantile interests, and in the field of foreign affairs, he took a policy of maintaining as friendly relations as possible with all of the major powers (particularly Britain and France).
But during the 1730's, a group of young nobles began to claim that Horn and his supporters were acting against Sweden's best interests by such a policy, and that an attempt should be made to regain the lost dominance in the Baltic by strongly allying with France against Russia, and taking a more militaristic stance.
