Since it says "If Arya Stark is in play,...", I would say that if either you or your opponent has Arya Stark in play, Nymeria's cost is lowered by 2.
Since Nymeria says "Arya Stark gains a military icon", it would constantly look at every character in play, and whichever character(s) happen to be "Arya Stark" gain the military icon.
Greenarcher's answers are both correct; your Arya makes *anyone's* Nymeria cost 2 less (this is not cumulative...if it were, Nymeria's text would read "for each Arya Stark in play, lower the cost to play Nymeria by 2.").
