In fact it is a term used by some writers who lived in certain parts of India to describe people native to what we think of as India but who lacked some important criteria the writer felt defined his cultural identity (language, religion, geographical location, ancestry etc.).

The other areas especially Punjab were looked down upon by the people of Aryavarta.
One thing that amazes me is that so much invention and knowledge was founded in the area outside the 'cow belt' of Aryavarta and that too in areas which the Aryas considered to be barbarian and uncouth.
