 IBM unit pleads guilty on illegal computer sale to Russia
In a plea-bargain pact before the U.S. District Court for the District of Columbia, IBM agreed with federal prosecutors that IBM East Europe/Asia (IEEA) sold 17 RS/6000 computers to go-betweens acting on behalf of Arzamas-16, a "non-civil" nuclear laboratory operated by the Russian Federal Nuclear Center, according to court documents which IBM made available.
Arzamas was doing research and testing on nuclear explosive devices.
IEEA has received a two-year suspension of export privileges, but after pledging that it will not sell computers for military or nuclear use, has been put on probation, during which it will be allowed to export computers, IBM said.

Arzamas-16 is located on the lands of the former Sarov Monastery, 75 km south-west of Arzamas in the Nizhegorod region, approximately 400 km from Moscow.
But the "60" was considered too sensitive, and the number was changed to "16." In 1947 the entire city of Sarov (Arzamas-16) disappeared from all official Russian maps and statistical documents.
The results of this experiment can be used in fields such as plasma physics, high-pressure chemistry, microwave generation, astrophysics, and advanced electronics, as well as applied to help accomplish the goal of fusion power.

Boris Yeltsin changed the city's name to back Sarov after a formal request from residents in August 1995.

The collaboration between Sandia and Arzamas evolved from an idea broached at a "smart containers" workshop hosted by the Cooperative Measures Program (5337) in Albuquerque in November 1996 and subsequently launched through a Container-to-Container field trial.
The goal of this effort was for Sandia and Arzamas each to instrument an empty nuclear material container and display the information on the Internet's World Wide Web using a satellite communications system recently installed by DOE's Initiatives for Proliferation Prevention program.
