Ashworth History   (Site not responding. Last check: 2007-11-05)
The first phase of the hospital’s life ended in 1920 when Moss Side was forced to close as too few military patients remained there, but before the hospital could be re-commissioned by the Board of Control as a State Institution, the Ministry of Pensions requisitioned it and the soldiers returned.
The new Park Lane Hospital was a showcase of high security psychiatric care with small low-level wards built independently from one another and modern treatment, recreational and educational facilities, a chapel and an auditorium.
The name of the united hospital was chosen through a ballot of patients and staff and on February 19, 1990 Ashworth Hospital came into existence.

Its use within Special Hospitals has been particularly criticised in light of several damning public inquiries focusing upon the deaths in seclusion of (mainly) Afro-Caribbean patients in the 1980’s, and in light of the closed and insular cultures traditionally associated with such institutions.
Further, in their study within a Special Hospital Larkin et al (1988, p227) concluded that "we acknowledge that there is a relationship between verbal threats and physical assault." This view supported by Kay, Wolkenfeld and Murrill (1988) who found a high association between verbal and physical aggression.
As with the ages of nursing staff within the hospital, the researcher was unable to ascertain the level of experience (in years) of the total population of qualified nursing staff within the hospital prior to the study.

The Appellant advised me that when he was initially admitted to Ashworth Hospital, he spent a considerable period of time on mental illness wards, and that there is a difference between the present circumstances of his being on a personality disorder ward compared to his being placed on a mental illness ward.
Where a patient is admitted within the said period to the hospital specified in the application, "the application shall be sufficient authority for the managers to detain the patient in the hospital in accordance with the provisions of this Act" (section 6(2)).
The hospital order specified that he was suffering from mental illness and psychopathic order which were of a nature or degree which made it appropriate for him to be detained in a hospital for medical treatment.

Ashworth, which holds some of the UK's most dangerous mentally ill patients, including Moors Murderer Ian Brady, is already at the centre of one inquiry after allegations of drugs and pornography in one unit for paedophiles.
The unqualified nurses were discovered when Ashworth's new chief executive began an investigation into the workings of the hospital as part of a management shake-up.
The government launched an inquiry into Ashworth last November after it was revealed that paedophiles in one unit had been allowed to freely mix with children and held pornography and drugs.

Ashworth Hospital Authority is responsible for the management of Ashworth.
In the case of patients at Ashworth, it is particularly important that accurate records are kept because otherwise warning signs indicating that a patient is in a condition in which he could be a danger to himself, his fellow patients or the staff could be overlooked so inhibiting preventative action being taken.
The disclosure of the patients' records increases that difficulty and danger and to deter the same or similar wrongdoing in the future it was essential that the source should be identified and punished.

The Queen on the Application of H - v - Ashworth Hospital Authority and ors
The Hospital was surprised at the Tribunal's decision.
Indeed, it is clear that there was consternation on the part of the Hospital and the local authority, and subsequently the local health authority, none of whom believed that the immediate discharge of H was justified under the Act or in his or the public interest.
Moreover, Ms Berry and Ashworth acted unreasonably, since in view of H's willingness to remain voluntarily and the interim relief granted by the court, it was unnecessary for H to be detained under section 3.

In a recent study undertaken into the prevalence of mental disorder within the remand population it was found that 2.3% had a clinical diagnosis of major psychiatric disorder and 53.4% had previous psychiatric contact.
As the Special Hospitals form part of the mental health system and deal, mainly with those patients directed for admission from courts; or, later via prison it would be important to know if information concerning both groups were noted or available at the original court appearance.
As the study intended to examine aspects of diversion from custody of mentally disordered offenders it is the latter two groups which are of interest to the researchers; firstly, admissions from prison or remand centre N=330; and secondly, admissions from court N=459.
