 Airport Express (MTR)
Unlike all other MTR lines, the Airport Express is not primarily a commuter line.
The government also invited the MTR, then called the MTRC, to build a train line to the airport called the Lantau Airport Railway.
In October 1989, the Hong Kong government decided to replace the over-crowded Kai Tak International Airport, located in Kowloon, with a new airport to be constructed at Chek Lap Kok.

SkyscraperCity Forums - HONG KONG : Public Housing by the Sea
The Tseung Kwan O MTR line in 2002, the Tsim Sha Tsui KCR East Rail Extension 2003, the Ma On Shan KCR line in 2004, The Disneyland MTR line in 2005, and the Tung Chung MTR Cable line to the Budda in 2006 are good examples.
Large projects such as Kai Tak(also known as East Kowloon), West Kowloon, and most MTR extensions are delayed because consultation has to be done with the public, interest groups, and developers by the government in order to achieve a win-win-win-win for all parties.
For your information, news projects are not the main agenda for the MTR because talks about merging the MTR and KCR have been raised among the government and the public.

MTR CORP LTD - MTRJF Report of Foreign Issuer (6-K) SIGNATURES
Patronage on the MTR Lines (which comprise the Kwun Tong Line, the Tsuen Wan Line, the Island Line, the Tung Chung Line and the Tseung Kwan O Line) increased by 12.0% to 403.6 million passengers in the six months ended June 30, 2004 from 360.2 million passengers in the same period in 2003.
Future passenger growth on the MTR Lines and the Airport Express Line will depend on a variety of factors affecting consumer preferences among transportation modes and frequency of travel, including the Hong Kong economy, competition from alternative modes of public and private transportation as well as demographic factors.
This increase was mainly due to the increased patronage on the MTR Lines and Airport Express Line and the comprehensive program to renovate MTR stations and improve the mix of kiosk tenants.
