Aspropyrgos camp to serve as temporary lockup for foreigners, justice minister repeats
Justice Minister Anastasios Papaligouras on Friday reiterated that an old army camp in Aspropyrgos that was currently being refurbished and modified to serve as a detention centre would be used as a temporary lock up for foreigners destined to be deported, in response to questions put to his by Attica MP Theodoros Pangalos in Parliament.
He said the government had been forced to resort to this solution because Greek jails were massively overcrowded, while stressing that the site at least five kilometres from inhabited areas, hidden among hills and did not affect the daily life of the residents.

While their status was being determined, the Roma families in question were forced to live in unsanitary conditions around a garbage dump outside of Athens.
Furthermore, the cases in Aspropyrgos and Nea Alikarnassos are indicative of a long history of discrimination against the Roma in a housing sector that is supported by Greek housing laws.

On July 14, 2000, a municipal bulldozer entered the settlement of Romani tent-dwellers in Aspropyrgos, fifteen kilometers west of Athens, and demolished most of the huts, in the presence of the Mayor of Aspropyrgos and the police.
Local Roma filed a complaint with the Greek Ombudsman’s Office and on July 25 the latter wrote to the Mayor and the City Council of Aspropyrgos, inquiring whether the July 14 operation had been preceded by a city council decision and whether the Romani inhabitants had been presented with the protocols of administrative eviction.

Their complaint concerned the legality of actions taken by services of the Municipality of Aspropyrgos, which resulted in the expulsion of Roma from their encampment ground and the demolition of their makeshift homes in Aspropyrgos.
In his response, the Mayor of Aspropyrgos persists in maintaining that the actions taken were legal, indirectly contending that there was never an expulsion of Roma from the area or a demolition of their sheds but simply, “a removal of garbage left behind by passing gypsies”.
As has been already established, the Municipality of Aspropyrgos has not produced such a document, and it does not appear anywhere that such a relevant decision was ever made by the Municipal Council.

The Greek ombudsman, tasked with investigating complaints of human rights abuses, contacted Aspropyrgos Municipality questioning the eviction's legality, but his communication was ignored.
The eviction of Roma tent dwellers in the upper part of the dump occurred prior to the Aspropyrgos operation when the mayor of Ano Liosia offered Roma families 100,000 drachmas (U.S.$266) to leave and then leveled their huts.

The Greek Helsinki Monitor (GHM) reported on January 18 that the Roma in the settlement at Aspropyrgos, a town on the northwestern outskirts of Athens, have been forbidden access to the rubbish dump there.
This has had serious implications for the Roma in the settlement, as they rely on collecting recyclable items at the dump for their livelihood.
Several of the Roma have gone to areas of the province in which they had relatives living and there are therefore two new settlements in Aspropyrgos, each com-prising approximately twenty families.

On July 14, 2000, according to investigation by the ERRC and Athens-based non-governmental organisation Greek Helsinki Monitor, municipal authorities equipped with a bulldozer entered a settlement of Romani tent-dwellers in Aspropyrgos, approximately 15 km west of Athens and, in the presence of the Mayor of Aspropyrgos and the police, demolished most of the huts there.
The operation was carried out without the authorisation or presence of a public prosecutor, as is required under Greek law in cases of violation of the privacy of the home.
The ERRC letter urges prompt, thorough and impartial investigation into the actions of officials of the Aspropyrgos municipality and appeals to the Athens Prosecutor to bring all responsible public officials to justice.
