The Maine Construction Bid Depository is basically a "mail delivery system" that receives sealed bids from specified subcontractors and delivers them to the general contractors to whom they were addressed with a file copy of each separate price proposal being delivered to the project owner.
Bid Depository personnel (ACM staff) open the white envelopes at the ACM office in Augusta and sort the pink envelopes according to bidding general contractors and the green envelopes are placed in a separate pile.
The State of Maine Bureau of General Services may be considered the enforcer to the extent that it has the legal responsibility to review and approve the plans and specifications of State projects before they go out to bid and to the extent that they have limited oversight of the construction of local school projects.

Associated Constructors of Maine (ACM) President John Sturgeon called upon officers and directors of AIA Maine and the American Council of Engineering Companies (ACEC of Maine) to join him in organizing a joint construction council to improve communication between the design community and the construction industry.

Thanks to a concerted effort by several Associated Constructors of Maine (ACM) members and staff, the chapter recently launched a much-needed Heavy Equipment Operator program in central Maine.
ACM filled all the seats of its first two heavy equipment classes (of 30 students each) with former paper mill-workers who were downsized by Great Northern Paper (GNP)in late December 2002.
Unfortunately, American youth still associate manufacturing with low-paying, assembly-line jobs, and school guidance counselors don't know enough about manufacturing to dispel that image.

In May, TDC and the Associated Constructors of Maine graduated their first class of heavy equipment operators and supervisors, 71 laid-off paper mill workers trained under an unusual partnership that was so successful they plan to expand it in the fall.
In 2002, ACM members asked their trade group to put together a training program for heavy equipment operators, because they had a hard time finding enough highly skilled people to do that kind of work.
By the end of the year, Gene Fadrigon, director of workforce development for the ACM, had lined up instructors and rented space at the Eastern Maine Community College and the United Technologies Center vocational high school.
