States may even resort to one of the four non-binding modes while in the middle of arbitral or judicial proceedings, subject to the procedural rules of those proceedings.
States are required to choose their preferred method of settlement "expeditiously," and must notify the CARICOM Secretary-General of the existence of a dispute, the chosen method of settlement, and any settlement that is achieved as a result.
States are under an obligation to provide sufficient information during consultations and this information is to be treated in the same manner by all consulting parties (i.e., confidential if the state providing it so specifies).

The Organization of the American States (OAS) and the Association of Caribbean States (ACS) are the two pre-eminent institutions that serve the function of bringing the Caribbean and the Americas together.
The Association of Caribbean States attempts to preserve our Caribbean Sea as the valuable patrimony that it has turned out to be in an era of global tourism, international shipping lanes, Law of the Sea rights, and other benefits that are yet to be determined by future history.
Though a state is powerless, it may nevertheless be able to exercise leverage in situations where the support of that state is required in order to achieve a specific purpose.

The Convention Establishing the Association of Caribbean States (ACS) was signed on 24 July 1994 in Cartagena de Indias, Colombia, with the aim of promoting consultation, cooperation and concerted action among all the countries of the Caribbean, comprising 25 Member States and three Associate Members.
The main organs of the Association are the Ministerial Council, which is the principal organ for policy-making and direction of the Association, and the Secretariat.
Observers may be admitted to the Association on terms and conditions as may be determined by the Ministerial Council, in accordance with Article V of the Convention Establishing the Association of Caribbean States.

Almost all commerce goes north-south, mainly to the United States, and only about 8 per cent of trade is between Caribbean nations, a fact that ACS Secretary-General Ruben Silie called a "lamentable state of affairs".
