During the recent Binatbatan Festival here, for example, the Association of Philippine Electric Cooperatives (Apec) dressed up a kalesa (horse-drawn rig) with a giant electric meter during the Kalesa parade.
As a result, Apec and Bayan Muna were at the top of the list of vote getters in Ilocos Sur's party-list elections.
Apec garnered 18,537 votes, almost twice that of second-placer Bayan Muna which got 9,184 votes.

Cooperatives are compatible to the Filipino culture whose concepts and practices of "bayanihan" (cooperation) preceded the coming of the Spaniards.
On July 1, 1979, the Philippine Rural Electric Cooperatives Association, Inc. (PHILRECA), previously known as Federation of Electric Cooperatives in the Philippines (FECOPHIL) was registered with the NEA as the umbrella organization of the 119 electric coops providing electricity in 73 provinces and 1,417 cities and municipalities as of 1993.
The over-all accomplishments of the electric coops nationwide as of the year-end 1992 are the energizing of 3,471,803 households or 50% accomplishment, 1,337 towns and cities (94% accomplishment) 22,487 barangays (93% accomplishment) and the attainment of 94% collection efficiency from the consumers.

Teachers' cooperatives would raise prices of goods and services to their members and the school population; workers' cooperatives would have to raise prices of goods and services offered to their members, pushing them to demand for wage adjustments.
In a separate position paper, the Association of Philippine Electric Cooperatives said the estimated P1 billion in annual revenues to be realized by the government from taxing the 119 rural electric cooperatives would have to be shouldered by consumers.
It said the surpluses generated by electric cooperatives are needed to energize 4,000 barangays, especially remote areas which private power firms are unwilling to serve as they are non-viable.

The Association of Philippine Electric Cooperatives Party-List (APEC), meanwhile, said that it will hold a five-minute power shutdown to protest the passage of the new VAT law, which removed electric cooperatives’ VAT exemption.
APEC and electric cooperatives are now undertaking a nationwide campaign to mobilize the consumer households to shutdown power on Independence Day.

By MYRNA M. The electric cooperatives are set to stage a nationwide shutdown of their delivery of service on June 12, Independence Day, as a way of protest to the newly-enacted Expanded Value-Added Tax (E-VAT) law which they deem will jeopardize their continued operations.
According to the party list group Association of Philippine Electric Cooperatives (APEC), the new VAT Law which will pass through an initial 10 percent tax charges starting July 1 this year to electricity consumers will be a punitive measure for them; because they cannot fully pass on such charges to their customers.
While APEC has been throwing raps that the VAT law favors their giant counterparts, it would be noted that even the bigger utilities, like Manila Electric Company, are complaining on the manner of the VAT law implementation; primarily on the 70 percent cap on creditable VAT input vis-à-vis the output VAT.

All electric cooperatives, including the Central Negros Electric Cooperative, are exempted from franchise tax imposed under Section 119 of the National Internal Revenue Code of 1997, an opinion from the Bureau of Internal Revenue showed.
The Association of Philippine Electric Cooperatives recently wrote the BIR seeking confirmation that its members are exempted from paying franchise taxes following a ruling of the Supreme Court that electric cooperatives are subject to local taxation.
Electric coops are not subject to the two percent franchise tax because they do not fall under this category, he added.

Congressmen Ernesto Pablo, Sammy Madamba and Edgar Valdez, all Apec representatives for Luzon, Visayas and Mindanao, were in town recently to grace the 23rd general assembly of the Benguet Electric Cooperative (Beneco) last Saturday.
Madamba said the welfare and interest of electric cooperatives (ECs) employees must also be studied and taken into consideration relative to the requirement of the law.
These were the appraised assets of the cooperative by an independent appraiser accredited by NEA to determine value refund and the completion and updating of member-consumer records that would guide management for the issuance of the PCCC.

Electric cooperatives vowed to mount a power outage on Sunday to dramatize their protest against the value added tax that is set to be enforced on July 1.
A 10 percent VAT was imposed on power starting July 1 and 12 percent beginning Jan. 1, 2006, when President Gloria Macapagal Arroyo opted to exercise the “standby authority” that Congress granted her to raise the VAT rate.
The Apec lawmakers claimed the VAT law was skewed in favor of corporations.

With the furor over the Ilocos Norte Electric Cooperative’s alleged overcharging of its member-consumers slowly dying down, we are left with the question of whether we had just been taken for a ride.
The INEC officials, along with their APEC back-ups, reportedly told Albano that if INEC is found to have overcharged its consumers, then all Philippine cooperatives would also be found to have overcharged their respective consumers since they are all using the same formula.
In the end, if we are to believe the INEC officials’ pronouncements, the ERC backed off, purportedly to re-investigate the matter, which only showed that when a single electric cooperative screws its consumers it is not fine, but when they all do, officials task to police this rank would have to re-think their options.

BAGUIO CITY-The party-list group association of Philippine Electric Cooperatives (Apec) yesterday said consumers in the provinces should expect an almost P200 increase in their November and December power consumption bills due to the value added tax on electricity.
Luis Manuel Corral, Apec secretary general, released a comparative list of electricity price increases for consumers in Abra, Ilocos Sur, Quezon, Bohol, Zamboanga City and other regions to justify the party's amendatory bill exempting power generation from the VAT coverage.
