Atari claims its 400 and 800 series computers are the first of a new generation of home/personal computers.
I was supplied with a 16k model 400, a 48k model 800, a 90k single diskdrive, a 40 column impact printer, two joystick controllers, a cassette recorder and a selection of disks and cartridges.
Atari Basic checks command syntax quite carefully at the time of input and, if it detects an error, highlights it with a marker at the part of the line at fault.

Due to its low memory range, using a disk drive was not practical, so the Atari 400 was teamed up with its own peripheral, the Atari 410 cassette recorder.

The atari 5200 was essentially a repackaged Atari 400/800 computer.
For some unknown reason - Atari also decided not to make the 5200 backwards compatible with the 2600 - hence a person only had a very limited choice (basicly updated standard 2600 games with nothing really new).
Atari did eventually rush a 2600 adaptor for the unit out, but it was to late - the infamous Video Game Crash came and the 5200 was eventually scraped.

The 400 had a membrane keyboard (kid safe) where the 800 had a full-travel keyboard and the 400 was limited to one expansion slot and, at least initially, a fixed 16k of RAM.

When the Atari boots up, it does some of its 'boot-up stuff' which includes looking for a disk drive connected and turned on which is set up as drive #1.
This is a handler which runs in the background and accepts input from either a mouse, a joystick or a touch-tablet and displays a mouse pointer on the screen.
The Atari 850 Interface has it's "R: handler" 'built-in', which means the Atari also looks for an 850 (or other compatible interface) and receives the "R: handler" code from it.

I've had an Atari 400 for years, but I never even bothered to test it until I read your post.
But if all you use it for is to play disk or cartridge games (where your primary user interface is a joystick), it's not so much of a drawback.
I rarely see Atari 400/800 tape drives in the wild, and I see diskette drives even less often.
