Essentially based around the existing Atari ST specifications, Atari made a number of improvements that resulted in the creation of this powerhouse system.
Atari realized that to remain competitive, they needed to begin taking steps to exploit the power offered by other processors in the Motorola 68000 series.
Apparently, Atari felt that the Motorola 68030 was enough power to drive the graphics, so one was not included.

The machine was based on a Motorola 68030 main CPU, and had a Motorola 56000 digital signal processor (the latter distinguishing it from most other microcomputers of the era).
The Falcon was released in late 1992 and subsequently canceled in 1993 as Atari restructured itself to focus completely on the release and support of its newest product, the Atari Jaguar video game console.
Apparently, Atari created a number of prototypes of the Falcon040 (based on the more capable deep-pipeline, FPU-including, Motorola 68040) but never got around to releasing them before the company's demise.

The name of the Atari ST derives from the nature of its microprocessor, the 68000 -- a so-called "sixteen/thirty-two bit" processor (hence "ST"), by virtue of its 16-bit-wide data bus and 32-bit-wide internal registers.
Atari knew it had a winner with the 68030 architecture: a chip capable of running not only optimized versions of the ST operating system, TOS, but of cooperating with the demands of popular multitasking/multiuser operating systems such as UNIX.
The result is that a TT030 will run most ST software without modification, the exception being programs that use the high bytes of address fields in illegal ways (for example, as a type field for a pointer).

Atari would go on to create more powerful 32-bit computers: Atari TT030 and the Atari Falcon030, which were remarkable computers, but positioned in the market that was dominated by more powerful platforms and dominanted by rich software developed for either Windows or MacOS.

Hence, it may be that Atari should have specialized with a line of machines, each dedicated to one function (faster ST: Unix workstation; network server; VMF bus station), to remove the expensive Parts not needed for the particular function.
Atari claims that 75 percent of the ST software in their extensive library of third-party products works fine on the TT; I had somewhat lesser luck with the TT, but in my usage I was not using many popular ST applications.
Atari must be commended for sticking to industry standards for its connectors in the TT.

The TT's were originally intended to run Atari's Unix V System 4 operating system to go head to head with Sun and HP in the Unix market, but Atari changed its strategy and adjusted the system to be TOS compatible.
I wish Atari had made the Falcon in the same case design from the get-go or used a variation of the Mega ST "pizza box" I never liked the the all in one 1040ST cases.
Atari's System V Unix and Linux are pretty different beasts, although they may be similar in outward appearances.

Originally the Atari TT030 was to come with a MC68030 at 32Mhz and the units initial run was done with those processors and that speed.
The hard drive and the CPU are seperated from one another in the case and allowed for the hard drive to be easily accessed by one underside screw for upgrades or repair.

Atari had an opportunity to show the world that it too could compete against other systems in the workstation market.
However, even after the TT030 was finished and the new operating system was complete, Atari backed out of the chance to enter the workstation market feeling it just didn't have the credentials to compete with the big boys, so Unix was made available, but it was never pushed or advertised by the company.
However, other companies saw the Atari platform as a viable and useful system for their flavours of Unix, so LINUX a Unix clone was made for the Atari's and so was BSD/ATARI Unix as well.
