  NATO Handbook: The North Atlantic Cooperation Council
The establishment of the North Atlantic Cooperation Council (NACC) in December 1991 brought together the member countries of NATO and, initially, nine Central and Eastern European countries, in a new consultative forum.
During the same period, discussion of measures designed to strengthen the role of the CSCE in promoting stability and democracy in Europe, including proposals outlined in the Rome Declaration issued by the Alliance, culminated in the signature of the 1992 Helsinki Document (“The Challenges of Change”) at the CSCE Summit Meeting held in July 1992.
In 1997, the North Atlantic Cooperation Council was replaced by the Euro-Atlantic Partnership Council (EAPC)(see Chapter).

The Euro-Atlantic Partnership Council (EAPC) is a NATO organization, a multilateral forum created to improve relations between NATO and non-NATO countries in Europe.
It was formed on May 29, 1997 as the successor to the North Atlantic Cooperation Council (NACC) and works alongside the Partnership for Peace (PfP), both created post-Cold War in 1991.
There are 46 members, the 26 NATO member countries and 20 partner countries.

The Council and Board voted to support the staff and the Monitoring Committee's recommendation on summer flounder mesh and fish size which is 5.5" mesh and 14" fish size, this is the same as for 1997.
The Council and Board voted to continue the summer flounder small mesh exemption program and recommended additional at-sea samplers, and at such time if there is a definite indication of a bycatch problem, to address it at that point.
The Council and Board voted to recommend a 20,000 pound landing limit for the first winter period, until 85% of landings projected are reached, then decrease the limit to 1,000 pounds, and 8,000 pounds for the second winter period, respectively, for Scup in 1998.

 NJDEP Division of Fish & Wildlife - Fish and Wildlife Councils and Committees
Members of the councils are appointed by the Governor and function as unpaid volunteers who act in the best interest of the state's fish and wildlife resources on behalf of the public.
This law established the composition of the Council as follows: three members of council shall be farmers, recommended to the Governor for appointment by the agricultural convention; six members shall be sportsmen, recommended to the Governor for appointment by the New Jersey State Federation of Sportsmen's Clubs; and two members shall be commercial fishermen.
The makeup of the council is set by statute and is composed of four sports fishermen, two active commercial fin fishermen, one active fish processor, two members of the general public, and the chairman of the two sections of the Shellfisheries Council.

The Council chairmen recommend that Section 303(b) of the Act be amended to provide authority to Councils to regulate non-fishing activities by vessels that could adversely impact fisheries or essential fish habitat (EFH).
The Council chairmen are opposed to the imposition of fees that are not regional in nature and established by the Councils.
In the Atlantic, highly migratory species harvested in "catch and release fisheries" managed by the Secretary under 304(g) of the Magnuson Stevens Act or the Atlantic Tunas Convention Act are not considered bycatch, but in the Pacific they are.

The Mid-Atlantic Fishery Management Council (MAFMC) was informed by an April 6, 1 999 letter from Jon Rittgers, Acting Regional Administrator, that its request for interim measures for the spiny dogfish fishery for the May I -October 3 quota period was denied.
As a result, the Mid-Atlantic Council requested that the Secretary of Commerce take interim action to implement measures which would close the dogfish fishery for an appropriate portion of the May I -October 31 quota period to constrain the fishery to the quota level specified in the FMP.
The decision by NMFS to deny the Councils request for interim action to curtail dogfish landings was not a risk adverse one and may impede future efforts to rebuild this overfished, stock.

However, Brazil's national Council of the Environment approved a definition in 1992 that includes not only coastal, arucaria, deciduous and semi-deciduous forests, but also associated ecosystems like oceanic islands, sandbanks, mangrove swamps, high altitude meadows and marshlands, along with the Cerrado and the Atlantic Forest.
International conservationists' interest in the Atlantic Forest grew out of their concern for the golden lion tamarin whose numbers in the wild are estimated at only 470 to 630.
The Atlantic Forest is so threatened now that of the 202 animal species on the official list of endangered species in Brazil, 171 are from the Atlantic Forest and the numbers are probably growing.

The North Pacific Council shall have 11 voting members, including 7 appointed by the Secretary in accordance with subsection (b)(2) of this section (5 of whom shall be appointed from the State of Alaska and 2 of whom shall be appointed from the State of Washington).
The voting members of each Council, any nonvoting member described in subsection (c)(1)(C) of this section, and the nonvoting member appointed pursuant to subsection (c)(2) of this section shall be reimbursed for actual expenses incurred in the performance of such duties, and other nonvoting members and Council staff members may be reimbursed for actual expenses.
