Atta is a form of wheat flour commonly used in South Asian cooking.
Traditionally, atta is made by stone grinding process, a process which imparts a characteristic aroma and taste to the bread.
The high temperatures of friction reached in a "chakki" (stone grinder) are of the order of 110-125 deg C. At such high temperatures the carotenes present in the bran tend to give out the characteristic roasty smell of atta and contribute to the sweetness of the atta.

 Whole Wheat Flour
Whole wheat flour is a powdery substance derived by grinding or mashing the whole wheat berry.
Usually, whole wheat flour is not the main ingredients of baked goods due to its quality to add texture and a certain "heaviness" to baked goods which prevents them from rising as well as white flours.
The word "whole" refers to the fact that all of the berry is used and nothing is lost in the process of making the flour, rather than referring to the complete berry in its natural grown state.

Atta, very finely ground wholewheat chapatti flour, contains about twice as much fibre as plain flour (which is bleached and refined), and a bit more protein.
This means that a straight substitution of atta for plain flour would give a cake a slightly heavier, drier texture.
Atta flour works best in recipes for purposefully moist cakes, and whose main ingredients complement its wheaty flavour, for instance, the American-style carrot cake.
