Panduro's murder case is one of 26 foreign prosecutions that Arizona Assistant Attorney General Norma Martens has prepared since 1992 when she began pursuing Mexican nationals and other foreigners believed to have fled the country.
This week, thanks to the efforts of a part-time prosecutor in the Arizona Attorney General's Office, Antonio Perez Panduro, a Mexican national who admitted the murders to family members before fleeing the state a few days later, sits in jail in Colima, Mexico, waiting for a judge to determine his fate.
Because Mexico won't allow its citizens to be extradited to face death or a life sentence, Mexican law provides for the prosecution of Mexican nationals in Mexico for crimes committed in other countries.
