It was held in conjunction with a great fair and a pagan celebration called Dísablót
The name suggests that it replaced an older division where each of the folklands Tiundaland, Attundaland and Fjädrundaland had their own things

As you said Tiundaland, Attundaland and Fjärdhundraland, are thought to have developed during AD 1000, but Uppland on the other hand is even newer.
However, it's not their use I'm argueing for, but more that you'd call the province with Uppsala Svealand or Svithjod and the one including Birka something else, maybe Södermanland.
Ok, I agree Uppland and Svealand/Svithjod is a little illogical, but I don't have a map with exact border drawings of Tiundaland, Attundaland and Fjärdhundraland.

 Hednagudar och hövdingadömen
Several of these subdistricts seem to have taken over the older names of chiefdoms.
By the Middle Ages the region of Uppland in middle Sweden consisted of three provinces or "folklands" whose names allude to the number of hundare in each, with Tiundaland having ten (tio), Attundaland eight (åtta) and Fjädrundaland four (fyra).
The names of the three folklands would suggest a total of 22 hundare in Uppland, but my analysis has indicated that there were in fact 25 of them.
