In the heart of the Gold Country, the Auburn State Recreation Area (Auburn SRA) covers over 35,000 acres (142 km²) along 40 miles (60 km) of the North and Middle Forks of the American River, in Placer County, California.
Auburn SRA is made up of the lands set aside for the Auburn Dam.
The California State Parks administers the area under a contract with the United States Bureau of Reclamation.

The area is located just 35 miles east of Sacramento near the city of Auburn (There's also great river recreation on the river's south fork near Placerville and in Sacramento on what is known as the lower American River).
Although currently managed by the California Department of Parks and Recreation as the Auburn State Recreation Area, approximately 84 percent of the 35,000 acres in the river canyons are federally-owned public lands.
In recognition of the their outstanding scenic, recreation, historic, cultural, fish, wildlife and ecological values, 21 miles of the North Fork and 23 miles of the Middle Fork are eligible for National Wild and Scenic River status.

 New book highlights trails in American River canyons
A new book has gathered together information on 21 hikes in the Auburn State Recreation Area, which stretches from steep canyon trails adjacent to the city and out along the north and middle forks of the American River.
Ferris, volunteer chairman of the 50-member Auburn State Recreation Area Canyon Keepers, worked with Recreation Area acting-superintendent Mike Lynch and Sheila Toner, of the American River Conservancy, to publish a 60-page guidebook that aims to takes the mystery out of the network of trails twisting through the canyon.
Lynch, a veteran ranger in the recreation area and author of the recently published "Auburn Images" book, said he initially envisioned producing a pamphlet containing the 10 original hikes but the idea snowballed to an expanded guide.

Sure the land is set aside for the public use, but someone has been given the task of overseeing that use, and it is their discretion as to what uses are allowed.
You state that the the supervisor of a public area has discretion to decide what uses are permitted.
The Auburn State Recreation Area is public land specifically set aside for recreational use for the people of California.

An alternative is to go down to the parking area for the boat ramp and take one of the unmarked trails above the little rest room, which will eventually lead you up the hill to the trail.
Still, the area had changed considerably since I was here in 1974, when, if I remember correctly, the river still flowed along its accustomed bed.
This area was obviously not used for hiking, and the made trail I had followed twenty two years earlier was now buried in poison oak, young pine trees, and various other natural phenomena.
