  ICANN | Press Communiqué | 11 August 1999
Under an agreement announced August 6 by the U.S. Department of Commerce and Network Solutions, Inc. (the developer of the Shared Registry System), new registrars that have signed an accreditation agreement with ICANN will be eligible to join the initial five testbed registrars as participants in the testbed operation.
By qualifying to be accredited as registrars in the.com, Net, and.org top-level domains, the seven registrars named today join the five original testbed registrars, as well as the 52 other companies that have already qualified for ICANN accreditation.
Under an agreement announced on August 6, 1999, the Shared Registry System testbed program has been expanded to extend to all accredited registrars that sign the standard testbed registrar agreements with NSI and meet technical certification requirements.

Although a State court has jurisdiction to adjudicate dischargeability of a debt under 11 USC 523(a)(5) (alimony/support obligations), it lacks jurisdiction to adjudicate the dischargeability of the same debt under 11 USC 523(a)(15).

The moon was almost full and did interfere with the observing, but nevertheless, here is what we observed (based on the multiple observer method, no single observer saw this many objects).
This seems about right to me: having a site 0.75 magnitude darker than we had and assuming everyone is observing in comparable manner, the darker site should have a larger rate (larger by a factor of 1.8 which would account for the difference and seems quite plausible).
They were taken between 3:30 and 4:30am from his home in Heartland on the morning of August 12, 2000.
