Single layer chip seal roads almost never compact properly in the bike lanes because the bike lanes are not subject to the heavy weighted vehicle traffic that the traffic lanes are exposed to.
By taking a long term look at the costs of the road it would actually be more economical to use the double chip seal or the microsurfacing rather than the single chip seal.
