The Australian Catholic University will not increase HECS levels next year, bucking the pattern of universities raising fees by 25 per cent - the maximum allowed under the Federal Government's higher education changes.
It said the decision was a statement of the university's commitment to equity and social justice.
Half of the Catholic University's 11,800 students study education and nursing, which are exempt from the changes.

The Australian Catholic Commission for Employment Relations says the question of whether a Church employer is a constitutional corporation will critical in determining whether the Federal or the State system applies to its workplace.
Catholic Church organisations are supporting a National Day of Action planned for Sunday (January 29), by Australians Against RU486, to campaign against the RU486 abortion bill now before the Senate and due to be voted on in a matter of days.
"ACU National places a high priority on research and development and, according to the 2002 Australian University Quality Agency Report on the University, has successfully created a research ethos and identified areas of research strength," said ACU National Vice-Chancellor, Professor Peter Sheehan.

The McAuley campus of ACU argued further that it had the right to rent its premises to any bodies wishing to hold seminars, etc., and that since the students were on holidays few would be likely to attend the lectures.
The holding of the Spong lectures on official Catholic property in fact defied a recently issued (June 7) Vatican document "The Church's presence in University and in University Culture".
