CIA - The World Factbook -- Field Listing - Background
International observers judged legislative elections in 2001 to be acceptable and a step toward democratic development, but identified serious deficiencies that should be addressed through reforms in the Albanian electoral code.
Parliamentary elections held in August 2001 provided Fiji with a democratically elected government and gave a mandate to the government of Prime Minister Laisenia QARASE.
Although nominally a constitutional democracy since 1991, the 1996 and 2002 presidential elections - as well as the 1999 legislative elections - were widely seen as being flawed.

When a federal election is called, writs for the election of Senators are issued by the Governors of the Australian states, on the request of the Governor-General.
As in all Australian elections, the second-preference votes of minor parties will be crucial in determing the outcome of this election, and the close of nominations was followed by a period of bargaining among the parties.

After this February's state election, the Queensland Liberal Party looks poorly placed to fight a Federal election and the National Party also has its internal problems.
The fact that almost no seats changed in 2001 masked the 2% swing to the government, only the second time in 35 years that a government had increased its support at an election.
In six of the last seven Federal elections, the swing in New South Wales has been against the party at that time governing in Macquarie Street.
