The Whitlam Institute: Resources: The Whitlam Government and Constitutional Reform
On that day Australians voted to amend the Constitution to set a retirement age of 70 years for High Court judges, re-establish State parliamentary conventions broken in 1975 relating to the filling of Senate casual vacancies and allow Territory residents to vote in referendums.
Unlike any other contemporary Australian political leader, Whitlam was motivated to enter political life by a referendum to change the Constitution and his early political experiences were shaped by constitutional matters.
This might not involve a rewrite of section 128 but of the basic referendum procedures as contained in the Referendum (Machinery Provisions) Act 1984 (Cth).
