Australian telephone numbering plan - Wikipedia, the free encyclopedia
The current numbering plan would appear to be sufficient to cope with potential increase in demand for services for quite some time to come.
The gradual change was also to avoid number clashes, a situation where two subscribers in two completely different locations have technically the same telephone number if dialled in their entirety.
During the period of changeover, Australians were often told they were required to dial the entire telephone number they were calling, including the area code, even though the number may have been within the same area code.

Phone area code   (Site not responding. Last check: 2007-11-02)
A closed numbering plan is one in which the subscriber's number is a standard length, and a closed dialing plan is one in which the subscriber's number is used for all calls, even in the same area.
Telephone numbers in Australia consist of a single-digit area code (prefixed with an 0 when dialling within Australia) and eight-digit local numbers, the first four of which generally specify the exchange, and the final four a line at that exchange.
Prior to the introduction of eight-digit numbers in the early to mid-1990s, telephone numbers were seven digits in the major capital cities, with a single-digit area code, and six digits in other areas with a two-digit area code.

FACTORS DETERMINING REQUIREMENTS: The requirements a numbering plan must meet are determined by the period of years it is designed to last; by the geographical area to be covered; and by the number of telephones and number of office codes required for all purposes in the area at the end of the period.
In order to use the figures of 7000 telephone numbers per office in urban areas, and 800 telephones per office in rural areas, some estimate must be made for the year 2000 of the number of telephones in the two types of areas, respectively.
The numbers as sent were recorded on the printing telegraph machine, and a record was kept of the accuracy with which the numbers were sent, together with the time required to send the lists with the varying number of digits.

ENUM reverses a telephone number, separating each digit with "." and adds several characters onto the end, for example, the Australian Communication Authority's (ACA's) general Melbourne telephone number +61 3 9963 6800 is converted to 0.0.8.6.3.6.9.9.3.1.6.e164.arpa.
The telephone numbers are inserted by the top level domain (TLD) ".arpa" using "e164" as the second level domain (2LD).
For example, it may be possible to set up an application whereby a person can send a fax or an email to another party, simply by entering a telephone number as the address or a subscriber could specify which telephone calls could be forwarded, and when.
