  History of Austria
Representatives of the new Republic of Austria convinced them that it was unfair to penalize Austria for the actions of a now dissolved Empire, especially as other areas of the Empire were now perceived to be on the "victorious" side, simply because they had renounced the Empire at the end of the war.
On October 20, 1920, a plebiscite in the Austrian state of Carinthia was held in which the population chose to remain a part of Austria, rejecting the territorial claims of the Kingdom of Serbs, Croats and Slovenes to the state.
Austria joined the European Union in 1995 (Video of the signing in 1994), and Austria was set on the track towards joining the Eurozone, which it did in 2002.

Austria is an "ideological deformation," while efforts to create a distinct Austrian identity have failed.
During the 1994 election campaign, Haider's linkage of immigration and unemployment continued, causing the ruling coalition to accuse Haider of manipulating public fears over joblessness.

The Parliament of the Republic of Austria is composed of a lower house, the Nationalrat or National Council, whose members are directly elected by universal adult suffrage, and an upper house, the Bundesrat or Federal Council, whose members are appointed by the legislatures of the Länder or states of Austria.
For the distribution of constituency seats, the Hagenbach-Bischoff rule was replaced by the Hare method, in which the electoral quota is calculated by dividing the total number of valid votes by the number of seats to be filled; unallocated seats continued to be apportioned by the d'Hondt rule.
After the State Treaty of 1955 made Austria fully sovereign (as well as neutral), and Soviet troops withdrew from the eastern part of the country, the KPÖ's fortunes declined: in 1959 it lost the few seats it held in the National Council, and in subsequent elections it gradually lost most of its remaining support.

Although member states recognized the importance of elections by direct universal suffrage and both the Treaty of Paris and the subsequent Treaty of Rome envisioned such, commitment on paper did not translate into action and progress toward this result was slow.
To balance this strengthening of the intergovernmental side of the Community, the member states agreed that direct elections to the Parliament should be achieved as soon as possible.
Unlike legislation passed under the consultation and cooperation procedures, which bears the name of the Council only, legislation subject to co-decision is made in the name of both the Council and the Parliament.

The 2006 general election for the National Council in Austria was held on 1 October 2006.
Following the Austrian legislative election, 1999, the Austrian People's Party (ÖVP) had formed a coalition government with the Austrian Freedom Party (FPÖ), and later the Alliance for the Future of Austria (BZÖ).
As a result of the 2006 election, the ÖVP-BZÖ coalition lost their majority in parliament; pundits expect that the next government will be an SPÖ-ÖVP coalition- the numbers permit no other two party coalition, and there has been no three party coalition since 1950.

Paradoxically whilst the political disqualification rule is predominantly a creature of the common law, a key element in the underlying rationale of the rule is to be found in the relationship between the legislative function of parliament and the role of the courts.
Notwithstanding possible ‘declarations of incompatibility’ by the courts and a legislative response via ‘fast track procedures’ the government of the day still retains the authority to enact and sustain legislation that is in breach of a Convention right.
Some might wish to go further and argue that the intent of human rights legislation is to place the protection of individual rights at the centre of our legal and social culture albeit subject to the qualification, to adopt a current political litany, that responsibilities as well as rights should be emphasised.
