 Description General Settlement Fund - Joint Statement Exchange of notes
The Department of State refers the Embassy of Austria to the Preamble and to Articles 1(4), 2(2), 2(3), and 3(3) of the Agreement between the Government of the United States of America and the Austrian Federal Government concerning the Austrian Fund "Reconciliation, Peace and Cooperation" (Reconciliation Fund)("Agreement"), signed October 24, 2000.
The Austrian Federal Government agrees that this exchange of notes and the establishment of the GSF shall not affect unilateral decisions or bilateral or multilateral agreements that dealt with the consequences of the National Socialist era or World War II.
The Austrian Federal Government welcomes the commitment of the United States, upon fulfilment of the commitments of the Austrian Federal Government referred to above, to support all-embracing and enduring legal peace for the above-mentioned claims, as provided for in the Agreement and herein.

The Austrian Government has requested the publication of the CPT's report on the visit to Austria from 19 to 30 September 1999 (see CPT/Inf (2001) 8) and of its response.
The average committal period in cases of custody pending deportation in Austria is 20 days.  Jobs in workshops which require further training do for that reason not appear to be very sensible.  In the police jails of the Vienna Federal Police Directorate there are at present 52 “work places”, these are domestic worker functions.
Notwithstanding the impression described above, the trial use for the Federal provinces of Vienna, Upper Austria and Tyrol was extended to the end of January 2001.  Expansion of this project to the Security Directorates, other Federal Police Directorates and Provincial Gendarmerie Commands is under discussion.

Since most employees surveyed expect a worsening of their personal situation in respect of pensions and social insurance in the event of illness, accidents and unemployment, the outcome of the AK election seems to reflect a widespread opposition to the government's initiatives.

However, in the course of his two terms of office, Klestil's alienation from his own party became increasingly obvious, so much so that there was open antagonism between Federal Chancellor Wolfgang Schüssel and Klestil when, in 2000, the latter had to swear in the newly formed coalition government with Jörg Haider's Austrian Freedom Party.
Klestil, who during his election campaign had vowed to be an "active" president, repeatedly criticized the Austrian government and, in an interview with a Swiss daily given in 2003, stated that, theoretically speaking, it was in his power to dismiss the government any time he found it necessary to do so.
Fluent in English, Klestil was the Austrian Ambassador to the United Nations (1978–1982) and Ambassador to the United States (1982–1987) prior to his election as president.
