Crimea borders the Kherson Oblast from the North; the rest of the border is the Black Sea in the South and West and the Sea of Azov in the East.

On 21 October 1998, the Supreme Council of the Autonomous Republic of Crimea (ARC) adopted the Constitution of the ARC which was then approved by the Verkhovna Rada (Parliament) of Ukraine on 23 December 1998.
The second law, "On the Verkhovna Rada of the Autonomous Republic of Crimea," stated that all the 100 deputies are elected on the basis of universal, equal, and direct suffrage (without any mention of the national electoral districts, or quotas for either the Crimean Tatars, or other formerly deported groups, or national minorities).
The problems of national minorities in Crimea, including those belonging to the formerly deported groups lack, as a rule, a political dimension as an obligatory component for expressing their demands and therefore could be settled in parallel with an improvement in the general socio-economic situation in Ukraine.

Usually minority communities are widely scaterred throughout the country with no large concentration as it corresponds the Crimean Tatars in the Crimea and they are not able to elect the parliamentary representatives of their ethnicity and usually the majority is not inclined to elect a minority representative.
This number is not enough for full participation in the political life of the Crimea and affection the decision-making process on their own motherland.
Another sore point is that in the year 2000, under the Ukrainian President's decree the self-govmental body of the Crimean Tatars with the President consultative status was established, but in fact it doesn't work.
