The entire process was placed in the hands of the beit din--"according to how the eyes of the beit din view it." The evaluation of the candidate's sincerity, the testing of his or her knowledge, the assessment of potential for success in becoming a Jew all were entrusted to the judgment of the court.
The beit din's latitude was historically and halakhically required simply because the door to gentile conversions had to be kept open, the system of conversion had to be available in every generation and in every corner of the worldwide dispersion of the Jews.
The questions the beit din will ask are designed to determine the sincerity of the convert and the likelihood of religious observance, and whether the degree of knowledge he or she has accumulated will be adequate to the observance of the mitzvot.

The Av Beit/Beis Din was the second-highest ranking member of the Sanhedrin during the Second Commonwealth period.
He presided over the Sanhedrin in the absence of the Nasi, and was the chief of the Sanhedrin when it sat as a criminal court.

Regional Jerusalem Beit Din sends a clarification to RCA stating that if, in the opinion of the RCA, nothing is being done to harm the office and position of Mordecai Tendler in the RCA, then it should be considered as if the Beit Din has made no statement.
The notice of the Beit Din is signed by the secretary of the Beit Din in the name of only one dayan, continuing an inconsistent pattern of sometimes no dayan signing, one dayan signing, a secretary signing, printed names without signatures, etc. It is not clear who exactly is issuing these decisions.
Therefore it had the halachic status of a Beit Din, and is in fact consistently referred to in the RCA Constitution as a Beit Din Hakavod.

A beth din or beis din (בית דין, Hebrew: "house of judgment", plural battei din) is a rabbinical court of Judaism.
In orthodox Judaism, a beth/beis din needs to be made up of three adult Jewish males, at least one of whom needs to be widely knowledgeable in halakha (Jewish law), and must be sufficiently knowledgeable to instruct the other two members in any matters of halakha relevant to the case being heard.
Av Beth/Beis Din (אב בית דין, literally "Father of the Court", abbreviated אב"ד / ABD) is the most senior jurist who may join in the adjudication of cases or advise the presiding dayanim.
