		The reasoning behind the resolution was based on economic woes suffered by Avcraft due to insurance difficulties, the Sept. 11, 2001, terrorist attacks and loss of revenues during the runway expansion project.
		Avcraft petitioned the Authority to cover losses it allegedly accrued during the runway expansion, but Baker advised the board not to compensate Avcraft.
		Because the Authority terminated Avcraft's lease in March and ordered the company out by June 1, the board has refused to accept any license payments from Avcraft for the property it leases and for gasoline fees.

		AvCraft plans to start up production of the Dornier 328JET in Oberpfaffenhofen in the first quarter of 2004, Ben Bartel, the owner of AvCraft, announced on 21 January in Oberpfaffenhofen.
		On taking over the 328 programme, AvCraft also inherited 18 finished Dornier 328JETs, which were parked as “white tails”, as the purchasers for whom they had originally been earmarked refused to accept them when the company was on the verge of insolvency.
		This number is set to rise to 320 by the end of the year, and to grow to 420 by the end of 2005.

		They were due to re-start manufacture of the Dornier 328 Jet (J328) soon but now seem to have run out of money so that they have finally been forced to stop trading.
		Meanwhile the manufacturer has changed hands thrice, being bought from the original owners by Daimler Benz and then sold on to US manufacturer Fairchild, seemingly because Daimler Benz wanted to see the back of an under-performing subsidiary that was proving to be a money hole.
