Avinor's air traffic controllers were locked in battle last fall with Avinor's former management over a proposed reorganization.
Avinor's former boss, Randi Flesland, finally resigned and the conflict died down, pending appointment of her replacement.
In the meantime, Avinor's board suggested that initial plans to close an air traffic control base at Røyken, southwest of Oslo, may be suspended, a move that also appeased air traffic controllers who feared transferring or losing their jobs.

 Rising tensions in air-traffic control
Since 2003, a continuing reorganisation process at Avinor, which is responsible for air-traffic control services in Norway, has contributed to a deterioration in the relationship between management and trade unions at the state-owned limited company.
Avinor, previously known as the Norwegian Air Traffic and Airport Management (Luftfartsverket), has undergone a continuous process of reorganisation and workforce reduction since it was made into a state-owned limited company on 1 January 2003.
The report was considered at an Avinor board meeting in late November, at which the trade unions called for the resignation of the chief executive.

Avinor are currently transferring the publication of relevant material from printed document format to an electronic Aeronautical Information Publication (e-AIP), in line with a mandatory requirement from the end of 2005 onwards for all e-AIPs to be released in XML.
Avinor are coming to the end of the first project in which they have used DeltaXML, and are very happy with the results.
Avinor are so delighted with their successful deployment of DeltaXML in this project that they plan to extend its use to a future GIS cartographic project, and to use DeltaXML in the management of other graphic files in addition to text and tabular data.
