The Avon is continuously navigable from its mouth at Avonmouth as far as Pulteney weir in the centre of the city of Bath.
The stretch is made navigable by the use of locks and weirs at Hanham, Keynsham, Swineford, Saltford, Kelston and Weston.

In 1639 Captain John Taylor reported the Avon to be "navigable to within four miles of Warwick" and early in the 18th century Daniel Defoe noted that "many goods were carried by water almost to Warwick".
In 1830 the Lower Avon Navigation was leased to the Worcester-Birmingham Canal Company, which carried out maintenance on it until the railway between Evesham and Gloucester was opened which caused substantial losses, the lease being terminated in 1872.
In spite of the efforts of the River Avon Improvement Association, formed in 1899, the Commissioners' recommendations at the public enquiry of 1903, which could have led to restoration, were not accepted.

The whole navigation, from Evesham to Tewksbury, was formally reopened on 10 June 1962.

Historically, the Kennet and Avon Canal comprises three waterways, the Avon Navigation from Bristol to Bath (opened in 1727), the man-made canal section from Bath to Newbury (opened in 1810), and the Kennet Navigation from Newbury to Reading (opened in 1723).
As transporting large volumes of goods by road was not viable at the time, both entrepreneurs and traders alike dreamt of a day when Bristol and London could be linked by a safer yet still viable alternative to the hazardous sea route they were of necessity forced to use when transporting their goods.
The river Avon had been navigable from Bristol to Bath during the early years of the 13th century but construction of mills on the river forced its closure.

The Kennet and Avon Canal as it is now is the combination of three navigations – the Kennet Navigation from Reading to Newbury opened in 1723; the Avon Navigation from Bath to Bristol opened in 1727 and the Kennet and Avon Canal proper from Newbury to Bath built between 1797 and 1810.
From Devizes the canal descends the spectacular Caen Hill flight of 29 locks and further flights at Seend and Semington to reach the Avon Valley at Bradford on Avon.
Navigation is the fundamental use of the waterway and today this is represented largely by leisure boating.

The $2.5 million in initial grants (of which Avon provided $1.99 million and NCI provided $660,000) represents the first payment towards the $20 million gift from Avon, which will be committed over the next four years.

To work the new Kennet Navigation, a scaled-down version of the Western barges working the Thames was developed and this became known as the Newbury Size Barge carrying 128 tons.
This new Navigation allowed for the expansion of trade between London and Newbury and also allowed for easier collection and distribution of goods throughout the south.
Proposals were first made in 1788 to extend the Navigation by means of an artificial cut from Newbury to Bath and hence meet up with the River Avon Navigation.

The Upper Avon Navigation Trust are serious people with relevant experience in canal work- some years ago the Trust restored the lower reaches of the Avon below Stratford to a navigable state, rebuilding several locks.
However the Avon upstream of Stratford is a narrower, more winding and more intimate river than that below Stratford and there are numerous reasons why it should not be made into a navigation including its effect on fishing, wildlife and the use of non powered boats in Warwick.
The Charlecote/ Hampton Lucy stretch of the river is a long way short of being deep enough for use by the sort of craft that would be using the navigation.
