The outcome of the Azerbaijani people's struggle for State independence was the adoption on 30 August 1991 by the Supreme Soviet of the Azerbaijani Republic of the Declaration on the Restoration of the State Independence of the Azerbaijani Republic and the Constitutional Act of State Independence of the Azerbaijani Republic on 18 October 1991.
All residents of the Azerbaijani Republic who have suffered a violation of one of their fundamental rights have at their disposal a full range of different methods to resolve the situation, irrespective of whether the right was violated by individuals or as a result of the actions of a State official.
The Act on Employment of the Population of the Azerbaijani Republic was adopted in 1991.

At present, after the elimination of the firing-points of the Azerbaijani army around Stepanakert and withdrawal of the Azerbaijani units from Shoushi, the NKR authorities are dismantling the military bases of the Azerbaijani army on the territory of the republic.
The representation elected by 90% of the population of the republic is being equaled with the representation of the Azerbaijani community and this is completely unacceptable.
Moreover, the Azerbaijani side violated the arrangement of the mutual stop of shelling of Aghdam and Stepanakert towns, which was achieved on 17 July 1993 at the initiative and under the mediation of the Ministry of Foreign Affairs of Russia.

The Azerbaijani language of today is based on the Oghuz language (brought from Central Asia by Seljuk Turks) heavily influenced by Persian and Arabic.
Classical literature in Azerbaijani was formed in 14th century based on Tabrizi and Shirvani dialects (these dialects were used by classical Azerbaijani writers Nasimi, Fuzuli, and Khatai).
Famous literacy works in Azerbaijani are The book of Dede Qorqud (which UNESCO celebrated its 1300th anniversary in 1998, written in an early Oghuz Turkic dialect), Koroğlu, Leyli and Majnun, and Heydar Babaya Salam.

Azerbaijani demonstrations in July, 1988 were fueled by fears that un upcoming session of the USSR Supreme Soviet on constitutional reform would plan for an eventual transfer of the Nagorno-Karabakh Autonomous Oblast (NKAO) to the Armenian republic.
Azerbaijanis naturally feel that since the region is located within their boundaries, that they should have complete control over it.
Azerbaijani critics have tried to say the movement for Karabakh's union with Armenia is a product of foreign Armenian agitation, however, it was initiated and has been continued primarily by the Armenians living in the NKAO itself.

The holding of elections to the “Parliament of the Nagorny Karabakh Republic”, which exists only on paper and does not have any resources or authority even in the former district executive committees, is completely illegal and a grave violation of international legal standards.
