The nationalistic and socio-political demands of Azerbaijani people were legitimate demands rooted in their culture and history.  Although the ADP leaders failed to lead the struggle to victory, obtainment of autonomy and unification with northern Azerbaijan have, nonetheless, remained an ideal for millions of Azeris in both sides of the river Araz.   
Adopting an orthodox class-based approach, the leftist literature, in general, views the aspirations of Azerbaijani people for self-determination through the class lens, seeking to subordinate various racial, national, social, cultural and linguistic issues to issues of class and relations of economics (see for example Nabdel 1973).
Further, the government assured the Azerbaijani people  that 'traitors and reactionaries' would be purged from the gendarmerie; that a 'people's army' would be formed from local militia groups; and that Azeri-Turkic would be the official language of the state.

In spite of the efforts of the official authority, it could not effectively play the role of an international language, because its social significance in the minds of native people, especially in countryside was very low, Azerbaijani language was widely used in the whole territory of Azerbaijan during that period.
So although in Azerbaijan the old Constitution had already been amended in 1978, declaring Azerbaijani to be the official language within the republic, this regulation did not function and Azerbaijani language was not used in the work of the government bodies, organizations, enterprises, institutions and so on.
In the new Constitution of the Azerbaijan Republic (November 12, 1995) the official language is also the Azerbaijani language, at the same time it is noted, that the State guarantees preservation, the free use, cultivation and development of other languages of the Republic's population (article 21).
