In 1945, the Wisconsin State Assembly passed a bill directing the State Planning Board to study the possibility of establishing a state park at Aztalan.

But even as he acknowledges the state's budget deficit is an albatross, Bob Birmingham, the former Wisconsin state archaeologist and president of the Friends of Aztalan State Park, finds the plan to abandon operations incomprehensible.
When the state steps away, local governments and friends groups are expected to step in, but local budgets are already stressed, if not to the extent that the state budget is in chaos, and Birmingham said such partnerships can never replace state involvement.
It's open to debate whether state investment and promotion of heritage travel was ever enough to be successful, or whether the public interest in old places was overstated in the first place.
