The service was unable to get funding from the government, who fund the radio version with grant-in-aid, so the BBC chose to make the service cable advertising-based.
The BBC reserved the entertainment and soaps for sale to European stations to be shown subtitled or dubbed, before launching an encrypted service called BBC Prime which carries the programmes in English for UK ex-pats.
Although the BBC have used this system since it was first developed in order to help the regions keep time and to co-ordinate input between different departments, the use has been a lot less than ITV necessarily had to make of it for coordinating a large and independent federal structure.

BBC World is the British Broadcasting Corporation's 24-hour international current affairs TV channel with BBC News, documentaries, lifestyle programmes and interviews, and was launched in January 1995.
It was formerly known as BBC World Service Television, although unlike BBC World Service radio it was (and is) commercially funded, as the British government refused to extend the Foreign Office grant-in-aid.
BBC World is based in the BBC's new Broadcast Centre and takes News feeds from BBC Television Centre both of which are in west London.

So when the World Service anchor asked him for his analysis, the man promptly pronounced the bombardment "an example of pure American imperialism." Nobody challenged this assertion, was he challenged on any of his volatile comments during what became fairly regular World Service appearances.
The World Service began April 6 by broadcasting to the citizens of Baghdad and the rest of the world the report that an Iraqi mullah had called for the faithful in Baghdad to engage in "holy war" against the Americans and the British who would soon be in their midst.

where he mentioned that as much as he loves listening to the BBC World Service, he is not going to cut down the tall trees that will prevent him from using the satellite system you seem to be so intent on relying on.
The BBC listener who listens to the World Service as a unified whole on shortwave is exceptionally valuable.

The BBC World Service is closing 10 foreign language radio services - most of them in the former eastern bloc - to pay for a new £19 million Arabic television news channel, it was announced yesterday.
Journalist and broadcasting unions attacked the cuts, saying that they undermined the World Service's claim to be a truly global operation and ignored evidence that some of the affected countries were far from thriving democracies.
Although the World Service is paid for directly by the Foreign Office and the changes had to be approved by Jack Straw, the Foreign Secretary, Mr Chapman said there had been no interference from the Government.

Whilst there is no doubt that BBC WS is doing pioneering work in English to put British views and values on the global map, many of the other language services are lost in a time warp.
A few years back, BBC WS thankfully cut the Radio 648 service to Europe, which was a tri-lingual rag bag in English, German and French....in fact it was the same stuff in all three languages, but it sounded impressive to people who were monolingual.
But the Green Paper hints that there is little justification for many of the language services the BBC STILL runs to Eastern Europe and which are hogging many of the FM frequencies.
