The BBFC was established in 1912 as the British Board of Film Censors by the film industry (who would rather manage their own censorship than have national or local government do it for them).
Conversely, BBFC has attracted more criticism from conservative press, in particular the Daily Mail, on the grounds that the release of sexually explicit and violent films was corrupting the nation.
The BBFC's policy proved particularly controversial in the case of Ken Loach's Sweet Sixteen in 2002, which was passed uncut only at 18 certificate, even though its main characters were teenagers who frequently used profanities that the director argued were typical of the social group his film depicted.

For cinema releases, the BBFC has no legal power (technically, the film studios do not even have to submit their films for classification), as it falls to the local councils to decide who should be admitted to a certain film.
In the case of videos, the BBFC have had legal powers since 1985 (previously there were no video ratings) and are obliged to rate every new video release (the ratings themselves determining the age a person needs to be to buy and rent a video).

It was this 'R' rated edit of the film, rather than the BBFC approved cinema version, that was released on video in the UK in the early 1980s and it was this bowdlerised version that was formally submitted to the BBFC for video classification after the introduction of the Video Recordings Act in 1984.

The BBFC have issued a press release concerning a new policy that will allow distributors to release different versions of videos if they are not rated at the same age group.
The BBFC has decided to change the classification policy which prevents different versions of videos and DVDs being distributed if they are not rated for the same age group.
To ensure that there is no confusion between the different versions the BBFC has obtained the agreement of the industry to make the packaging for the new version significantly different from the original and to include clear references to the uncut, or 'Director's cut' versions.

And I'd like to add that I support the BBFC to cut any contemporary film during the making of which animals were treated inhumanely.
Also on this subject, it's interesting to remember the disclaimer the BBFC put at the beginning of Amores Perros to point out that no animals were harmed during production.

It's the fact that the BBFC have openly come out and said they don't need to intervene so strictly on 18-rated games because at 18, you're an adult and they shouldn't be dictating what you can and can't play.

But regardless of which hentai title gets released over here, they all have to pass the dreaded BBFC who are the subject of much verbal abuse from anime fans.
So until either the BBFC relax their regulation or companies start trying to release more softcore hentai, it looks like UK fans will have to resort to the risky process of importing (where you run the risk of your goods being confiscated by customs) or just remain content with edited shows that hit the UK.
