Having privatized a third of BC Hydro's operations by contracting various customer services to Accenture, and having severed responsibility for transmission by putting it under the BC Transmission Corporation, the Campbell government probably couldn't take the heat if it admitted that it was also privatizing Hydro's generating capacity, yet that is precisely what is happening.
Hydro recognized that it is not in compliance with the Act when it wrote in the updated plan that: "BC Hydro is currently developing new performance measures and setting new targets that are more directly linked to the long-term goals.
It can be argued that electricity provided under contract to BC Hydro by private producers is reliable and meets the goal of self-sufficiency, but the contracts with independent power producers (IPPs) are not like the 990 year term that CN rail enjoys with its purchase of BC Rail.

 MEDIA RELEASE: BC Hydro quietly abandons plan to reduce greenhouse gases
In an email sent to the B.C. Environmental Assessment Office on May 7, BC Hydro announced that it was canceling its plans to purchase greenhouse gas offsets that would have offset 50 per cent of the emissions from the plants.
"BC Hydro told the public and the federal GSX pipeline assessment panel that the offsets would reduce the environmental impact of the gas fired power strategy for Vancouver Island," said Sierra Legal staff lawyer Tim Howard, who participated in the federal assessment on behalf of David Suzuki Foundation.
BC Hydro's gas fired power generation strategy for Vancouver Island includes the controversial Georgia Strait Crossing natural gas pipeline, which is intended to serve the existing Island Cogeneration Plant (ICP) near Campbell River, and the proposed Vancouver Island Generation Project (VIGP) near Nanaimo.

MERRITT, ASHCROFT - BC Hydro has installed two new wind monitoring towers to measure the speed, direction, and consistency of the wind for at least one year as part of its commitment to find new green energy resources to help meet demand.
This wind resource project is part of BC Hydro's commitment to explore green energy sources that could be viable in the near future.
This project is separate from, but complementary to BC Hydro's recent request for proposals from experienced wind developers to contribute to the 20-megawatt green energy demonstration project planned for Vancouver Island, which will also include ocean wave technology and micro hydro.

 MEDIA RELEASE: Groups say BC Hydro's environmental assessment flawed
The groups are arguing that BC Hydro has significantly underestimated the pollution from the plant, and may be exposing Nanaimo area residents to unacceptably high levels of air pollution.
A report commissioned by Sierra Legal on behalf of the four organizations states that Hydro has ignored PM10 and PM2.5 emissions from the plant's cooling tower, existing background levels of pollution, and the interaction between the emissions from Harmac and the Duke Point plant.
It concludes that Hydro may have significantly underestimated the impact of the plant's emissions on public health.
