FSF - Campaign for Free BIOS
The BIOS was impossible to replace because it was stored in ROM: the only way to to put in a different BIOS was by replacing part of the hardware.
The BIOS in ROM was, indeed, not a problem.
Today the BIOS is no longer burned in ROM; it is stored in nonvolatile writable memory that users can rewrite.

BIOS - Wikipedia, the free encyclopedia
The primary function of BIOS is to prepare the machine so other software programs stored on various media (such as hard drives, floppies, and CDs) can load, execute, and assume control of the computer.
BIOS can also be said to be a coded program embedded on a chip that recognises and controls various devices that make up the computer.
The BIOS runs off the PROM, EPROM or, most commonly, flash memory when the computer is powered on and it initializes and sometimes performs the Power-on self-test, a set of diagnostic tests on the hard drive, memory, video, chipset and other hardware.

A+ Core Hardware Study Guide: BIOS
The BIOS is also responsible for allowing you to control your computer's hardware settings, for booting up the machine when you turn on the power or hit the reset button and various other system functions.
The term BIOS is typically used to refer to the system BIOS, however, various other components such as video adapters and hard drives can have their own BIOSes hardwired to them.
BIOS services are accessed using software interrupts, which are similar to the hardware interrupts except that they are generated inside the processor by programs instead of being generated outside the processor by hardware devices.

The BIOS supports all peripheral technologies including drives as well as internal services such as the realtime clock (time and date).
BIOS settings are maintained in a tiny battery-backed memory.
On startup, the BIOS searches all peripheral controllers in the system to obtain the current configuration, which it makes available to the software.

What is BIOS? - a definition from Whatis.com - see also: basic input/output system
When BIOS boots up (starts up) your computer, it first determines whether all of the attachments are in place and operational and then it loads the operating system (or key parts of it) into your computer's random access memory (RAM) from your hard disk or diskette drive.
With BIOS, your operating system and its applications are freed from having to understand exact details (such as hardware addresses) about the attached input/output devices.
Although BIOS is theoretically always the intermediary between the microprocessor and I/O device control information and data flow, in some cases, BIOS can arrange for data to flow directly to memory from devices (such as video cards) that require faster data flow to be effective.

 BIOS Limitations
Some computers have a BIOS that does not properly deal with the "13th bit".
The cause of this limitation is Int 13h (BIOS) and ATA (IDE) field sizes for the CHS (Cylinder, Head, and Sector) entries.
Currently, computers are being shipped with a BIOS that implements Extended Int 13h or "Logical Block Addressing" (LBA), both of which are solutions to the 528-Mbyte limitation.

ROM is an ideal place for the BIOS because it is on a safe place on the motherboard where it is not vulnerable to drive failures.
The diagnostic test that the BIOS performs is a POST (power on self test) for the keyboard, drives, ports, chips, and all other components in the system to make sure they are working correctly.
Memory: Because BIOS is on a relatively slow ROM chip, this setting lets you direct BIOS to shadow with RAM or a different memory source.

The BIOS is typically placed on a ROM chip that comes with the computer (it is often called a ROM BIOS).
ECS BIOS fixed it to where it works correctly, I am assuming this was caused by a slight incompatibility between Amptron's BIOS and the AMD 5k86 CPU (which Amptron tech support had already told me wasn't quite stable on their board).
BIOS developers then were asked to hide these pre-1.0 USB controllers, both from BIOS setup and, where possible on chipset programming level (as with Intel's PIIX3 south bridge chip), from the PCI bus as well.
